Minutes of the Regular Council Meeting
June 23, 2008
Mayor Joetta Calhoun called the meeting to order at 6:30P.M. with the following council members present: Barry Armstrong, Shot Dooley, Greg Gentry, Gary Lawson, Emily Rucker and Brent Wheeler.
Also present were: City Clerk Kenneth Stovall, Police Chief Rodney Hockenbury, Utilities Superintendent Ronnie Fick, City Engineer Dave Derrick and City ABC Commissioner and DES Coordinator Melvin Davis.
The pledge of allegiance was led by Shot Dooley.
Mayor Calhoun asked those present to take a moment to reflect according to their own beliefs.
Minutes
Kenneth Stovall read the minutes of the June 9, 2008 regular council meeting. Barry Armstrong made a motion to accept the minutes as read. Gary Lawson seconded the motion. Motion carried with Brent Wheeler abstaining due to his absence from the meeting.
Treasurer’s Report
Kenneth Stovall presented the treasurer’s report for the month of May 2008. Brent Wheeler made a motion to accept the report. Emily Rucker seconded the motion. Motion carried.
Industrial Revenue Bonds
Mr. William Skees, an attorney with Frost Brown Todd LLC, said that he is acting as bond council for Calvary Christian Church of Mt. Washington. He said that the church wishes to use industrial revenue bond financing for a new $2,500,000 facility. These bonds would be issued by the City of Mt. Washington with Citizens Union Bank purchasing the entire bond amount. He said that issuance of these bonds by the city would reduce the interest rate by 2-2 ½ percent to the church with no debt or liability to the city. Discussion followed.
Ordinances
Second Reading
The second reading of an ordinance amending the budget for the fiscal year 2008 was held. Emily Rucker made a motion to pass the ordinance. Barry Armstrong seconded the motion. Motion carried by a roll call vote.
Second Reading
The second reading of the Annual Budget Ordinance for the fiscal 2009 year was held. Shot Dooley made a motion to pass the ordinance. Gary Lawson seconded the motion. Motion carried by a roll call vote.
Mayor’s Report
Mayor Calhoun said that at the last council meeting a representative from the Mt. Washington United Methodist Church addressed the council regarding teenagers hanging around the park beside the church. She said that in response to this report the city has increased police patrols in the area and is having security lights installed in the gazebo. These lights will be set on a timer to come on at dusk and go off at dawn.
Mayor Calhoun also said that the city will be doing more patching of streets rather than resurfacing. This is due to the reduction in road aid to the city and the higher cost of asphalt.
Report on Sewer Treatment Plant
Dave Derrick reported that the plans for the sewer treatment plant are in the final stages of design. They will be completed in August and submitted to the Division of Water for review. He said that the city should be in a position to take bids in early 2009.
Report from Council
· Gary Lawson said that he asked Captain Mike Dooley of the Mt. Washington Fire Department to be in attendance to discuss the Bullitt County ordinance relating to fire hydrants. Captain Dooley presented some of the problems that this ordinance would cause the city. Discussion followed. Mayor Calhoun said that Ronnie Fick would attend future fiscal court meetings in order to report to the council any actions taken by fiscal court that would affect the city.
· Shot Dooley said that there are water meters on Flatlick Road near Britts Body Shop torn up. Ronnie Fick said that he is aware of this situation and that the meters were damaged as a result of work being done in the area. Ronnie said that the meters would be dug up and repaired properly. Shot also asked about the sidewalks to be installed on South Bardstown Road. Ronnie said that this work should begin within the next week.

There being no further business before the council, Barry Armstrong made a motion to adjourn at 7:51P.M. Greg Gentry seconded the motion. Motion carried.
